Minutes of the last meeting

 

The attendees had not been updated on the first draft of the minutes but since rectified. Error on Section A - “The MURC” was misidentified as Mercantile Hall rather than Methodist United Reform Church. Amended.
Otherwise minutes agreed as correct and signed.

Matters arising from the minutes

1.     Toilet block renovation final steps - painting and replacing exterior doors is complete.

2.     A second letter has gone out to the landowner by Hareshaw Linn from Environmental Health at NCC instructing them to clean the land. Rubbish has now been observed entering the Linn. CW to monitor and chase progress asap.

3.     Update awaited re walkaround with Karbon

4.     Progress has been made finding out about footpaths and cycleways access. CW to provide full info to all councillors

5.     Cllr Knudsen provided an update into her enquiries surrounding the circumstances of the Mart site development. A letter is to be drafted expressing concerns over NCC’s conduct. This will be circulated for approval prior to being sent.

24/03468/FUL Land North East Of Thistledome – The PC have no objections.

24/02779/FUL 5 St Cuthberts Terrace - Objection. CW to point out that this protrudes over a public access road. Concerns raised about the precedent this sets. Suggest instead that private land be used as a first resort.

8.1

Lloyds Bank – new account fees

Lloyds bank will be charging fees on the PC account from December. While regrettable most business accounts elsewhere also charge a fee so alternatives are limited.

8.2

Percy Terrace

Access for large Emergency Vehicles along Percy Terrace has been brought to the attention of councillors again. Cllr Moore to meet with C.Cllr John Riddle this week about removing the path to facilitate this.

Chris Mowatt - updates

Chris Mowatt has removed some bags of rubbish for the council free of charge, cllrs expressed their gratitude.

Drs surgery car park

Plans to support the Doctors Surgery next autumn by allowing the BPC street cleaner to also sweep their car park were approved on the basis that The Surgery covers the additional hourly wage. Equipment and personnel to be provided.

8.5

Playground Maintenance Contract

The current playground maintenance contractor feels that the risk associated with the playground are being passed to him. Considering ongoing vandalism and not feeling supported by BPC he has decided to terminate his work for the council. The Council thank him for the work, including extra no charge tasks, he had undertaken during the tenure. It was agreed to ask the Street Cleaner to now litter pick in Jubilee Park. Other options for undertaking safety checks to be explored.

NCC Cemetery Safety

We have been informed the cemetery inspection will be carried out soon

NCC Precept

The precept request will need to be made to NCC soon. CW to add to agenda for discussion in December.

Reports

10.1

Cllr Wilkinson – Bellingham in Bloom

Bellingham in Bloom will be faced with bank charges next year which they feel are unsustainable. It is their intention to close their bank account. BPC agreed to handle their funds and ringfence for plants. News of funding applications is awaited before these matters can be actioned.

11.  

 

Any urgent business

11.1                 Cllrs Kirkbride and Knudsen met with MP Joe Morris and outlined many of the issues facing the Bellingham Schools. Finance for a new heating system was discussed. It was noted that the schools have recently seen big improvements especially in relation to the SEN provision. 

11.2                 A defibrillator has been donated by the school to the parish. BPC have agreed to cover ongoing costs such as pads and batteries. This device is to be stored in the local police car. 

11.3                 Degradation to the railings above the butcher shop has been noted. CW to report via Fix My Street. A reminder should be sent about the railings on the Black Bull steps which are still not back in place.
